On Page: 084             Appropriates $2,000,000 from the General Revenue 
                         Fund on a recurring basis to the Department of 
Spec App:  432           Health to increase funding in the Family Planning 
                         programs. Reduces $2,000,000 in the General Revenue 
                         Fund in the Grants and Aids-Crisis Counseling 
                         category.

DELETE the proviso immediately following Specific Appropriation 432:

From   the  funds  in  Specific  Appropriation  432,  a  minimum  of  85
percent  shall  be  spent on direct client services, website maintenance
and  Option  Line  and  no  more  than $400 shall be spent per month per
direct service provider on contract management.  The 85 percent shall be
divided  between  contract  management  providers based on the number of
2010-2011  fiscal  year  maximum  allowed  direct  service providers (70
percent/30  percent). To ensure program transparency and efficiency each
contract  management  provider  shall  cross-monitor  the  five  highest
2010-2011   contract  year  program  utilizers  of  the  other  contract
management provider.
