3     Amendment (with title amendment)
4     Between lines 414 and 415, insert:
5     Section 6.  Subsection (4) of section 943.1758, Florida
6Statutes, is amended to read:
7     943.1758  Curriculum revision for diverse populations;
8skills training.-
9     (4)(a)  By October 1, 2001, The instruction in the subject
10of interpersonal skills relating to diverse populations shall
11consist of a module developed by the commission on the topic of
12discriminatory profiling.
13     (b)  By January 1, 2012, the module described in paragraph
14(a) shall include instruction in implementation of the relevant
15provisions of chapter 820 in the manner provided in s.
16820.02(6).
17     Section 7.  Subsection (4) is added to section 30.15,
18Florida Statutes, to read:
19     30.15  Powers, duties, and obligations.-
20     (4)  On or before July 1, 2012, every sheriff shall
21incorporate a policy into the sheriff's policies and practices
22concerning implementation of the relevant provisions of chapter
23820 in a manner consistent with federal laws regulating
24immigration, protecting the civil rights of all persons, and
25respecting the privileges and immunities of United States
26citizens as provided in s. 820.02(6).
27     Section 8.  Section 166.0493, Florida Statutes, is amended
28to read:
29     166.0493  Powers, duties, and obligations of municipal law
30enforcement agencies.-
31     (1)  On or before January 1, 2002, Every municipal law
32enforcement agency shall incorporate an antiracial or other
33antidiscriminatory profiling policy into the agency's policies
34and practices, utilizing the Florida Police Chiefs Association
35Model Policy as a guide. Antiprofiling policies shall include
36the elements of definitions, traffic stop procedures, community
37education and awareness efforts, and policies for the handling
38of complaints from the public.
39     (2)  On or before July 1, 2012, every municipal law
40enforcement agency shall incorporate a policy into the agency's
41policies and practices concerning implementation of the relevant
42provisions of chapter 820 in a manner consistent with federal
43laws regulating immigration, protecting the civil rights of all
44persons, and respecting the privileges and immunities of United
45States citizens as provided in s. 820.02(6).
46     Section 9.  On or before July 1, 2012, every state law
47enforcement agency shall incorporate a policy into the agency's
48policies and practices concerning implementation of the relevant
49provisions of chapter 820, Florida Statutes, in a manner
50consistent with federal laws regulating immigration, protecting
51the civil rights of all persons, and respecting the privileges
52and immunities of United States citizens as provided in s.
53820.02(6), Florida Statutes.

65States citizens; amending ss. 30.15 and 166.0493, F.S.;
66requiring sheriffs and municipal law enforcement agencies
67to, by a specified date, incorporate policies into their
68policies and practices concerning implementation of the
69relevant provisions of ch. 820, F.S., in a manner
70consistent with specified federal laws and respecting the
71privileges and immunities of United States citizens;
72requiring every state law enforcement agency to, by a
73specified date, incorporate policies into its policies and
74practices concerning implementation of the relevant
