House Comm: FAV . 04/27/2011 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Budget (Alexander) recommended the following: 1 Senate Amendment 2 3 Delete lines 232 - 271 4 and insert: 5 (c) A provider may file a petition with the commission for 6 approval of cost recovery after the completion of construction 7 of a new renewable energy project, the completion of the 8 conversion of an existing facility to renewable energy 9 production, or the completion of a purchase of renewable energy. 10 (d)1. As part of the cost-recovery proceedings, the 11 provider must report to the commission the construction costs, 12 the in-service costs, the operating and maintenance costs, the 13 hourly energy production of the renewable energy project, and 14 any other information deemed relevant by the commission. The 15 commission shall review all information, determine whether the 16 costs meet the requirements of this subsection and whether they 17 were reasonably and prudently incurred, and approve the recovery 18 of costs meeting these criteria, which may be recovered under 19 the environmental cost-recovery clause provisions of s. 20 366.8255. 21 2. The commission must allow full cost recovery over the 22 entire useful life of the Florida renewable energy resource of 23 the revenue requirements using traditional declining balance 24 amortization of all reasonable and prudently incurred costs, 25 including, but not limited to, the following: 26 a. The siting, licensing, engineering, design, permitting, 27 construction, operation, and maintenance of a renewable energy 28 facility and associated transmission facilities by the provider. 29 For purposes of this paragraph, the term “cost” includes, but is 30 not limited to, all capital investments, including rate of 31 return, and any applicable taxes and all expenses, including 32 operation and maintenance expense; 33 b. The costs associated with the purchase of capacity and 34 energy from new renewable energy resources; and 35 c. The costs for conversion of an existing fossil fuel 36 generating plant to a renewable energy facility, including the 37 costs of retirement of the fossil fuel generation plant.
