       The Committee on Budget (Lynn) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 277
    4  and insert:
    5  average monthly bill for each of the utility’s ratepayers. Any
    6  increase imposed for cost recovery of green energy projects
    7  shall result in the elimination of the cost that a taxpayer is
    8  currently being charged for the construction of nuclear energy
    9  facilities.
