       The Committee on Budget (Lynn) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 177 - 179
    4  and insert:
    5  Department of Management services may proceed to perform the
    6  energy savings retrofits after a study of costs is completed and
    7  it determines funds are available. The intent is to provide
    8  building operation cost savings that are anticipated to have the
    9  shortest payback period.
