       The Committee on Budget (Negron) recommended the following:
       
    1         Senate Amendment to Amendment (480914) (with title
    2  amendment)

    4         Delete lines 1241 - 1275
    5  and insert:
    6         Section 25. Section 101.043, Florida Statutes, is amended
    7  to read:
    8         101.043 Identification required at polls.—
    9         (1)(a) The precinct register, as prescribed in s. 98.461,
   10  shall be used at the polls for the purpose of identifying the
   11  elector at the polls before prior to allowing him or her to
   12  vote. The clerk or inspector shall require each elector, upon
   13  entering the polling place, to present one of the following
   14  current and valid picture identifications:
   15         1.(a) Florida driver’s license.
   16         2.(b) Florida identification card issued by the Department
   17  of Highway Safety and Motor Vehicles.
   18         3.(c) United States passport.
   19         4.(d) Debit or credit card.
   20         5.(e) Military identification.
   21         6.(f) Student identification.
   22         7.(g) Retirement center identification.
   23         8.(h) Neighborhood association identification.
   24         9.(i) Public assistance identification.
   25         (b) If the picture identification does not contain the
   26  signature of the elector voter, an additional identification
   27  that provides the elector’s voter’s signature shall be required.
   28  The address appearing on the identification presented by the
   29  elector may not be used as the basis to confirm an elector’s
   30  legal residence or otherwise challenge an elector’s legal
   31  residence. The elector shall sign his or her name in the space
   32  provided on the precinct register or on an electronic device
   33  provided for recording the elector’s voter’s signature. The
   34  clerk or inspector shall compare the signature with that on the
   35  identification provided by the elector and enter his or her
   36  initials in the space provided on the precinct register or on an
   37  electronic device provided for that purpose and allow the
   38  elector to vote if the clerk or inspector is satisfied as to the
   39  identity of the elector.
   40         (c)Once a person has presented his or her picture
   41  identification to the clerk or inspector, the person may not be
   42  asked to provide additional information or recite his or her
   43  home address.
   44         (2) If the elector fails to furnish the required
   45  identification, the elector shall be allowed to vote a
   46  provisional ballot. The canvassing board shall determine the
   47  validity of the ballot pursuant to s. 101.048(2).

   50         And the title is amended as follows:
   51         Delete lines 3872 - 3876
   52  and insert:
   53         waiver; amending s. 101.043, F.S.; replacing
   54         references to the word “voter” with “elector”;
   55         providing that the address on an elector’s
   56         identification may not be used to confirm or challenge
   57         an elector’s legal residence; prohibiting a clerk or
   58         inspector from requesting additional information from
   59         a person once the person has presented his or her
   60         picture identification; amending s.
