Florida Senate - 2011 SB 2148 By the Committee on Budget 576-03566-11 20112148__ 1 A bill to be entitled 2 An act relating to the Agency for Persons with 3 Disabilities; prohibiting the agency from expending 4 funds above the amount appropriated in the General 5 Appropriations Act; requiring that the agency monitor 6 monthly program expenditures and provide quarterly 7 reports to the Governor and Legislature; providing an 8 effective date. 9 10 Be It Enacted by the Legislature of the State of Florida: 11 12 Section 1. The Agency for Persons with Disabilities is 13 prohibited from expending funds for Medicaid services above the 14 amount appropriated in the General Appropriations Act. In order 15 to meet this requirement, the agency shall work with Medicaid 16 waiver program service providers and support coordinators to 17 monitor monthly program expenditures and ensure that end-of-year 18 program deficits do not occur. The agency shall work with 19 program support coordinators and residential providers to manage 20 and closely monitor client care plan costs and program 21 enrollment and implement procedures necessary to track projected 22 expenditures against available appropriations for all programs. 23 The agency shall provide to the Governor and the Legislature 24 quarterly surplus-deficit reports on total Medicaid waiver 25 program expenditures, along with any corrective action plans 26 necessary to align program expenditures with annual 27 appropriations. 28 Section 2. This act shall take effect upon becoming a law.
