       The Committee on Governmental Oversight and Accountability
       (Dean) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 791 - 797
    4  and insert:
    5  
    6         (a) Appropriations for expenditures within a fund may be
    7  decreased or increased by motion recorded in the minutes if the
    8  total appropriations of the fund do not increase.
    9         (b) The governing body may establish procedures by which
   10  the designated budget officer may authorize certain amendments
   11  if the total appropriations of the fund do not increase.
