Senator Latvala moved the following:

3 Delete lines 48 - 59
4 and insert:
5 Section 1. Subsection (1) of section 311.09, Florida
6 Statutes, is amended, and subsection (13) is added that section,
7 to read:
8 311.09 Florida Seaport Transportation and Economic
9 Development Council.—
10 (1) The Florida Seaport Transportation and Economic
11 Development Council is created within the Department of
12 Transportation. The council consists of the following 18 17
13 members: the port director, or the port director’s designee, of
14 each of the ports of Jacksonville, Port Canaveral, Port Citrus,
15 Fort Pierce, Palm Beach, Port Everglades, Miami, Port Manatee,
16 St. Petersburg, Tampa, Port St. Joe, Panama City, Pensacola, Key
17 West, and Fernandina; the secretary of the Department of
18 Transportation or his or her designee; the director of the
19 Office of Tourism, Trade, and Economic Development or his or her
20 designee; and the secretary of the Department of Community
21 Affairs or his or her designee.
22 (13) Until July 1, 2014, Citrus County may apply for a
23 grant through the Florida Seaport Transportation and Economic
24 Development Council to perform a feasibility study regarding the
25 establishment of a port in Citrus County. The council shall
26 evaluate such application pursuant to subsections (5)–(9) and,
27 if approved, the Department of Transportation shall include the
28 feasibility study in its budget request pursuant to subsection
29 (10). If the study determines that a port in Citrus County is
30 not feasible, the membership of Port Citrus on the council shall
31 terminate.

38 including a representative of Port Citrus as a member
39 of the Florida Seaport Transportation and Economic
40 Development Council; providing that Citrus County may
41 apply for a grant for a feasibility study through the
42 Florida Seaport Transportation and Economic
43 Development Council; providing for the evaluation of
44 the application; requiring the Department of
45 Transportation to include the study in its budget
46 request under certain circumstances; terminating the
47 membership of Port Citrus on the council under certain
48 circumstances; amending s.
