       The Committee on Community Affairs (Wise) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 97
    4  and insert:
    5         Section 5. This act shall take effect July 1, 2011, and
    6  shall apply retroactively to local ordinances or regulations
    7  adopted on or after January 1, 2011.

   10         And the title is amended as follows:
   11         Delete line 22
   12  and insert:
   13         providing for retroactive application; providing an
   14         effective date.
