       The Committee on Commerce and Tourism (Flores) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 37 - 38
    4  and insert:
    5  Act, other communications protected by the First Amendment to
    6  the United States Constitution, or communications that relate to
    7  the public health, safety, or welfare which are distributed by a
    8  federal, state, or local governmental entity or a public or
    9  private utility.
