       The Committee on Budget (Altman) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 71 - 78
    4  and insert:
    5  minimum fine of $1,000 $500 in addition to any other penalty
    6  imposed by the court.
    7         (4) In addition to any other penalty imposed by the court,
    8  a person who violates subsection (2) or subsection (3):
    9         (a) A second time shall be ordered to pay a fine of $2,000.
   10         (b) A third or subsequent time shall be ordered to pay a
   11  fine of $3,000.
