       The Committee on Community Affairs (Ring) recommended the
       following:
       
    1         Senate Amendment to Amendment (307288) 
    2  
    3         Delete lines 12 - 36
    4  and insert:
    5         business is in this state, vendors located within the state
    6  when awarding contracts to have materials printed., whenever
    7  such printing can be done at no greater expense than the expense
    8  of awarding a contract to a vendor located outside the state and
    9  can be done at a level of quality comparable to that obtainable
   10  from a vendor located outside the state. The preference shall be
   11  5 percent.
   12         Section 3. Section 287.084, Florida Statutes, is amended to
   13  read:
   14         287.084 Preference to Florida businesses.—
   15  (1) When an agency, county, municipality, school district, or
   16  other political subdivision of the state is required to make
   17  purchases of personal property through competitive solicitation
   18  and the responsive lowest-priced bid or responsive highest
   19  ranked lowest responsible and responsive bid, proposal, or reply
   20  is by a responsible vendor whose principal place of business is
   21  in a state other than this state or political subdivision
   22  thereof which grants a preference for the purchase of such
   23  personal property to a person whose principal place of business
   24  is in such state, then the agency, county, municipality, school
   25  district, or other political subdivision of this state shall may
   26  award a preference to the lowest responsible and responsive
   27  vendor having a principal place of business within this
