       Senator Detert moved the following:
       
    1         Senate Amendment to Amendment (498080) (with title
    2  amendment)
    3  
    4         Delete line 13
    5  and insert:
    6  the comprehensive plan; however, this prohibition does not apply
    7  to any county that has a population of fewer than 600,000 on
    8  July 1, 2011.

   12         Delete line 23
   13  and insert:
   14         amendments; exempting certain counties from such
   15         prohibition;
