Senator Richter moved the following:
1 Senate Amendment (with title amendment)

3 Between lines 55 and 56
4 insert:
5 Section 5. Subsection (3) of section 170.01, Florida
6 Statutes, is amended to read:
7 170.01 Authority for providing improvements and levying and
8 collecting special assessments against property benefited.—
9 (3) Any municipality, subject to the approval by of a
10 majority vote of the affected property owners voting in an
11 election, may levy and collect special assessments against
12 property benefited for the purpose of stabilizing and improving:
13 (a) Retail business districts,
14 (b) Wholesale business districts, or
15 (c) Nationally recognized historic districts,
16
17 or any combination of such districts, through promotion,
18 management, marketing, and other similar services in such
19 districts of the municipality. This subsection does not
20 authorize a municipality to use bond proceeds to fund ongoing
21 operations of these districts.

28 assessments must be approved by a majority vote of
29 certain voting electors;
