       The Committee on Commerce and Tourism (Lynn) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 27 - 28
    4  and insert:
    5  (a) by a referendum majority plus one vote of the membership of
    6  the board of county commissioners in order to:
    7

    9         And the title is amended as follows:
   10         Delete line 5
   11  and insert:
   12         development tax; requiring a referendum instead of a
   13         majority plus one vote of the board of county
   14         commissioners in order to levy the tax; providing a
   15         limitation on tax
