A bill to be entitled
2An act relating to biomedical research; amending s.
3215.5602, F.S.; deleting provisions that specify amounts
4of revenue to be appropriated to the James and Esther King
5Biomedical Research Program, the William G. "Bill"
6Bankhead, Jr., and David Coley Cancer Research Program,
7and the H. Lee Moffitt Cancer Center and Research
8Institute; amending s. 381.922, F.S.; conforming a
9reference; providing an effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  Subsection (12) of section 215.5602, Florida
14Statutes, is amended to read:
15     215.5602  James and Esther King Biomedical Research
16Program.-
17     (12)  From funds appropriated to accomplish the goals of
18this section, up to $250,000 shall be available for the
19operating costs of the Florida Center for Universal Research to
20Eradicate Disease. Beginning in the 2010-2011 fiscal year and
21thereafter, $50 million from the revenue deposited into the
22Health Care Trust Fund pursuant to ss. 210.011(9) and 210.276(7)
23shall be reserved for research of tobacco-related or cancer-
24related illnesses. Of the revenue deposited in the Health Care
25Trust Fund pursuant to this section, $50 million shall be
26transferred to the Biomedical Research Trust Fund within the
27Department of Health. Subject to annual appropriations in the
28General Appropriations Act, $20 million shall be appropriated to
29the James and Esther King Biomedical Research Program, $20
30million shall be appropriated to the William G. "Bill" Bankhead,
31Jr., and David Coley Cancer Research Program created under s.
32381.922, and $10 million shall be appropriated to the H. Lee
33Moffitt Cancer Center and Research Institute established under
34s. 1004.43.
35     Section 2.  Subsection (5) of section 381.922, Florida
36Statutes, is amended to read:
37     381.922  William G. "Bill" Bankhead, Jr., and David Coley
38Cancer Research Program.-
39     (5)  The William G. "Bill" Bankhead, Jr., and David Coley
40Cancer Research Program is funded pursuant to s. 215.5602(12).
41Funds appropriated for the William G. "Bill" Bankhead, Jr., and
42David Coley Cancer Research Program shall be distributed
43pursuant to this section to provide grants to researchers
44seeking cures for cancer and cancer-related illnesses, with
45emphasis given to the goals enumerated in this section. From the
46total funds appropriated, an amount of up to 10 percent may be
47used for administrative expenses. From funds appropriated to
48accomplish the goals of this section, up to $250,000 shall be
49available for the operating costs of the Florida Center for
50Universal Research to Eradicate Disease.
51     Section 3.  This act shall take effect July 1, 2011.
