2An act relating to the Department of Corrections; amending
3s. 945.0311, F.S.; deleting a reference to the youthful
4offender basic training program; amending s. 951.231,
5F.S.; removing a reference to the youthful offender basic
6training program; amending s. 958.04, F.S.; deleting
7references to the youthful offender basic training
8program; repealing s. 958.045, F.S., relating to the
9youthful offender basic training program; providing an
10effective date.

12Be It Enacted by the Legislature of the State of Florida:
13
14     Section 1.  Paragraph (c) of subsection (1) of section
15945.0311, Florida Statutes, is amended to read:
16     945.0311  Employment of relatives.-
17     (1)  For the purposes of this section, the term:
18     (c)  "Organizational unit" includes:
19     1.  A unit of a state correctional institution such as
20security, medical, dental, classification, maintenance,
21personnel, or business. A work camp, boot camp, or other annex
22of a state correctional institution is considered part of the
23institution and not a separate unit.
24     2.  An area of a regional office such as personnel,
25medical, administrative services, probation and parole, or
26community facilities.
27     3.  A correctional work center, road prison, or work
28release center.
29     4.  A probation and parole circuit office or a suboffice
30within a circuit.
31     5.  A bureau of the Office of the Secretary or of any of
32the assistant secretaries.
33     Section 2.  Subsection (1) of section 951.231, Florida
34Statutes, is amended to read:
35     951.231  County residential probation program.-
36     (1)  Any prisoner who has been sentenced under s. 921.18 to
37serve a sentence in a county residential probation center as
38described in s. 951.23 shall:
39     (a)  Reside at the center at all times other than during
40employment hours and reasonable travel time to and from his or
41her place of employment, except that supervisory personnel at a
42county residential probation center may extend the limits of
43confinement to include, but not be limited to, probation,
44community control, or other appropriate supervisory techniques.
45     (b)  Seek and obtain employment on an 8-hours-a-day basis
46and retain employment throughout the period of time he or she is
47housed at the center.
48     (c)  Participate in and complete the program required by s.
49958.045, if required by the supervisor of the center.
50     (c)(d)  Participate in the education program provided at
51the center, if required by the supervisor of the center.
52     (d)(e)  Participate in the drug treatment program provided
53at the center, if required by the supervisor of the center.
54     Section 3.  Subsections (4) and (5) of section 958.04,
55Florida Statutes, are amended to read:
56     958.04  Judicial disposition of youthful offenders.-
57     (4)  Due to severe prison overcrowding, the Legislature
58declares the construction of a basic training program facility
59is necessary to aid in alleviating an emergency situation.
60     (5)  The department shall provide a special training
61program for staff selected for the basic training program.
62     Section 4.  Section 958.045, Florida Statutes, is repealed.
63     Section 5.  This act shall take effect July 1, 2011.
