Floor: WD/2R . 05/04/2011 10:13 AM . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Senator Lynn moved the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 115 - 116 4 and insert: 5 (4)(a) The Department of Children and Family Services shall 6 phase in the implementation of the drug-screening program for 7 persons applying for TANF benefits. 8 (b) Before implementing the statewide drug-screening 9 program, the department shall conduct a drug-screening pilot 10 program during the 2011-2012 fiscal year to determine the 11 feasibility of managing a statewide drug-screening program. 12 (c) The first phase of implementation shall be a pilot 13 project in one or more counties to demonstrate the feasibility 14 of managing a statewide drug-screening program. The department 15 shall, when selecting an area to be designated as a model area, 16 give consideration to the urban and rural nature of its TANF 17 recipients. 18 (d) Upon demonstration of the feasibility of the first 19 phase of implementation and subject to appropriation of any 20 necessary resources, the department shall develop a detailed 21 implementation plan for the drug testing of TANF applicants. 22 (5) The Department of Children and Family Services shall 23 adopt rules as necessary to administer this section. 24 25 ================= T I T L E A M E N D M E N T ================ 26 And the title is amended as follows: 27 28 Delete line 15 29 and insert: 30 of the children is not affected; requiring the 31 Department of Children and Family Services to 32 implement a drug-screening pilot program for a 33 specified period; requiring the department to select 34 one or more counties in which to test the feasibility 35 and cost of a drug-screening program; requiring the 36 department to prepare a statewide implementation plan 37 following a demonstration of feasibility and an 38 appropriation; requiring the department to adopt 39 rules; providing an
