       The Committee on Community Affairs (Richter) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 114 - 118
    4  and insert:
    5  practice any profession or engage in or manage any business or
    6  occupation regulated by the Department of Business and
    7  Professional Regulation or any other state regulatory agency,
    8  including, or any board or commission thereof, must exhibit an
    9  active state certificate, registration, or license, or proof of
   10  copy of the same, before such local receipt may be issued.
   11  Online renewals may meet this requirement by providing for
   12  electronic certification by applicants. Thereafter, only persons
   13  applying for the first
