       Senator Ring moved the following:
        Senate Amendment
        Delete lines 236 - 270
 and insert:
chapter 550, chapter 551, or chapter 849 or rules adopted by the
department. Such rules must be uniform in their application and
effect, and the duty of exercising this control and power is
 made mandatory upon the department.
        (f) The department may take testimony concerning any matter
within its jurisdiction and issue summons and subpoenas for any

department may authorize any person who has been ejected or
excluded from establishments in this state or another state to
enter such facilities in this state upon a finding that the
attendance of such person would not be adverse to the public
interest or to the integrity of the industry; however, this
subsection shall not be construed to abrogate the common-law
right of a pari-mutuel permitholder or a proprietor of a gaming
establishment to exclude absolutely a patron in this state.
        (h) The department may collect taxes and require compliance
