| 4 | Remove lines 1709-1726 and insert: | 
| 5 | any given month. The department shall assess national data from | 
| 6 | the Automation of Reports and Consolidated Orders System of the | 
| 7 | federal Drug Enforcement Administration, excluding Florida data, | 
| 8 | and identify the national average of grams of hydrocodone, | 
| 9 | morphine, oxycodone, and methadone distributed per pharmacy | 
| 10 | registrant per month in the most recent year for which data is | 
| 11 | available. The department shall report the average for each of | 
| 12 | these drugs to the Governor, the President of the Senate, and | 
| 13 | the Speaker of the House of Representatives by January 1, 2012. | 
| 14 | The department shall assess the data reported pursuant to | 
| 15 | subsection (14) and identify the statewide average of grams of | 
| 16 | each benzodiazapine distributed per community pharmacy per | 
| 17 | month. The department shall report the average for each | 
| 18 | benzodiazapine to the Governor, the President of the Senate, and | 
| 19 | the Speaker of the House of Representatives by January 1, 2012. | 
| 20 | Section 18.  Paragraphs (o) and (p) are added to subsection | 
| 21 | (1) of section 499.05, Florida Statutes, to read: | 
| 22 | 499.05  Rules.- | 
| 23 | (1)  The department shall adopt rules to implement and | 
| 24 | enforce this part with respect to: | 
| 25 | (o)  Wholesale distributor reporting requirements of s. | 
| 26 | 499.0121(14). | 
| 27 | (p)  Wholesale distributor credentialing and distribution | 
| 28 | requirements of s. 499.0121(15). | 
| 29 | Section 19.  Subsections (8) and (9) are added to section | 
| 30 | 499.067, Florida Statutes, to read: | 
| 31 | 499.067  Denial, suspension, or revocation of permit, | 
| 32 | certification, or registration.- | 
| 33 | (8)  The department may deny, suspend, or revoke a permit | 
| 34 | if it finds the permittee has not complied with the | 
| 35 | credentialing requirements of s. 499.0121(15). |
