| 8 | Be It Resolved by the Legislature of the State of Florida: |

| 10 | Pursuant to Section 9 of Article III of the State |
| 11 | Constitution, Council Substitute for House Bill 7103, enacted |
| 12 | during the 2010 Regular Session of the Legislature, shall take |
| 13 | effect upon becoming a law, the veto of the Governor |
| 14 | notwithstanding. |
