       Senator Sobel moved the following:
       
    1         Senate Amendment to Amendment (195750) (with title
    2  amendment)
    3  
    4         Between lines 9395 and 9396
    5  insert:
    6         Section 73. Paragraph (a) of subsection (3) of section
    7  163.370, Florida Statutes, is amended to read
    8         163.370 Powers; counties and municipalities; community
    9  redevelopment agencies.—
   10         (3) The following projects may not be paid for or financed
   11  by increment revenues:
   12         (a) Construction or expansion of administrative buildings
   13  for public bodies or police and fire buildings, unless at least
   14  two-thirds of the each taxing authorities agree authority agrees
   15  to such method of financing for the construction or expansion,
   16  or unless the construction or expansion is contemplated as part
   17  of a community policing innovation.

   20         And the title is amended as follows:
   21         Between lines 9730 and 9731
   22  insert:
   23         amending s. 163.370, F.S.; prohibiting the
   24         construction or expansion of certain public buildings
   25         from being financed or paid for by increment revenues
   26         unless two-thirds of the taxing authorities agree to
   27         such financing;
