The Committee on Budget (Negron) recommended the following:

6 Section 42. Paragraph (d) is added to subsection (6) of
7 section 290.0055, Florida Statutes, to read:
8 290.0055 Local nominating procedure.—
9 (6)
10 (d)1. Effective January 1, 2012, the governing body of a
11 jurisdiction which nominated the application for an enterprise
12 zone that is no larger than 12 square miles and includes a
13 portion of the state designated as a rural area of critical
14 economic concern pursuant to s. 288.0656(7) may apply to Jobs
15 Florida to expand the boundary of the enterprise zone by not
16 more than 3 square miles. Such application must be submitted by
17 December 31, 2012.
18 2. Notwithstanding the area limitations specified in
19 subsection (4), Jobs Florida may approve the request for a
20 boundary amendment if the area continues to satisfy the
21 remaining requirements of this section.
22 3. Jobs Florida shall establish the initial effective date
23 of an enterprise zone designated under this paragraph.
24 Section 43. Section 290.00726, Florida Statutes, is created
25 to read:
26 290.00726 Enterprise zone designation for Martin County.
27 Effective January 1, 2012, Martin County may apply to Jobs
28 Florida for designation of one enterprise zone for an area
29 within Martin County, which zone shall encompass an area up to
30 10 square miles consisting of land within the primary urban
31 services boundary and focusing on Indiantown, but excluding
32 property owned by Florida Power and Light to the west, two areas
33 to the north designated as estate residential, and the county
34 owned Timer Powers Recreational Area. Within the designated
35 enterprise zone, Martin County shall exempt residential
36 condominiums from benefiting from state enterprise zone
37 incentives, unless prohibited by law. The application must have
38 been submitted by December 31, 2011, and must comply with the
39 requirements of s. 290.0055. Notwithstanding s. 290.0065
40 limiting the total number of enterprise zones designated and the
41 number of enterprise zones within a population category, Jobs
42 Florida may designate one enterprise zone under this section.
43 Jobs Florida shall establish the initial effective date of the
44 enterprise zone designated pursuant to this section.
