A bill to be entitled
2An act relating to the Florida Education Finance Program;
3requiring that the Department of Education enter into a
4contract with an entity located outside the state to
5conduct a study and review of the Florida Education
6Finance Program and recommend any improvements that may be
7necessary; requiring that the department submit a report
8to the Legislature and the Governor by a specified date;
9providing an appropriation and for carryforward of any
10unexpended balance of funds; providing an effective date.
12Be It Enacted by the Legislature of the State of Florida:
14     Section 1.  (1)  The Department of Education shall enter
15into a contract with an entity located outside the state to
16conduct a study that includes the review of the Florida
17Education Finance Program. The entity shall review the current
18funding distribution formula and recommend any improvements that
19may be necessary to ensure equity among the school districts.
20The entity shall consider each school district's varying
21characteristics and overall student populations.
22     (2)  The department shall submit a report containing the
23results of the study to the President of the Senate, the Speaker
24of the House of Representatives, and the Governor by January 1,
26     Section 2.  For the 2011-2012 fiscal year, the sum of
27$100,000 in nonrecurring funds is appropriated from the General
28Revenue Fund to the Department of Education for the purpose of
29implementing section 1 of this act. Any unexpended funds from
30this appropriation shall be reappropriated for the 2012-2013
31fiscal year.
32     Section 3.  This act shall take effect July 1, 2011.
