       Senator Jones moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 54 - 98
    4  and insert:
    5         3.Adopt bylaws or policies that require youth athletes who
    6  are suspected of sustaining a concussion or head injury in a
    7  practice or competition to be immediately removed from the
    8  activity. A youth athlete who has been removed may not return to
    9  practice or competition until the youth receives written
   10  clearance to return from a physician who is licensed under
   11  chapter 458 or chapter 459, certified by the American Board of
   12  Neurological Surgery or the American Board of Orthopaedic
   13  Surgery, certified in Orthopaedic Sports Medicine by the
   14  American Board of Physical Medicine and Rehabilitation,
   15  certified in Neuromuscular Medicine, Spinal Cord Injury
   16  Medicine, or Sports Medicine by the American Board of Psychiatry
   17  and Neurology, certified in Clinical Neurophysiology,
   18  Neurodevelopmental Disabilities, or Neuromuscular Medicine, or a
   19  physician licensed under chapter 460, certified by the Academy
   20  of Chiropractic Orthopedists, the American Board of Chiropractic
   21  Orthopedics, or the American Chiropractic Neurology Board, or
   22  certified as a Chiropractic Sports Physician, stating that the
   23  student athlete no longer exhibits signs, symptoms, or behaviors
   24  consistent with a concussion or other head injury. Before
   25  issuing a written clearance to return to practice or
   26  competition, a physician may:
   27         a. Delegate the performance of medical care to a health
   28  care provider who is licensed or certified under s. 464.012, s.
   29  458.347, s. 459.022, or s. 468.701, with whom the physician
   30  maintains a formal supervisory relationship or established
   31  written protocol that identifies the medical care or evaluations
   32  to be performed, identifies conditions for performing medical
   33  care or evaluations, and attests to proficiency in the
   34  evaluation and management of concussions; and
   35         b. Consult with or use testing and the evaluation of
   36  cognitive functions performed by a neuropsychologist licensed
   37  under chapter 490.
   38         Section 2. Paragraphs (e), (f), and (g) are added to
   39  subsection (2) of section 1006.20, Florida Statutes, to read:
   40         1006.20 Athletics in public K-12 schools.—
   41         (2) ADOPTION OF BYLAWS.—
   42         (e) The organization shall adopt guidelines to educate
   43  officials, administrators, coaches, and student athletes and
   44  their parents or guardians of the nature and risk of concussion
   45  and head injury.
   46         (f) The organization shall adopt bylaws or policies that
   47  require the parent or guardian of a student who participates in
   48  interscholastic athletic competition or who is a candidate for
   49  an interscholastic athletic team, before the student
   50  participates in a competition, practice, or other activity, to
   51  annually sign and return a consent form that explains the nature
   52  and risk of concussion and head injury, including the risk of
   53  continuing to play after a concussion or head injury has
   54  occurred.
   55         (g) The organization shall adopt bylaws or policies that
   56  require student athletes who are suspected of sustaining a
   57  concussion or head injury in a practice or competition to be
   58  immediately removed from the activity. A student athlete who has
   59  been removed may not return to practice or competition until the
   60  student receives written clearance to return from a physician
   61  who is licensed under chapter 458 or chapter 459, certified by
   62  the American Board of Neurological Surgery or the American Board
   63  of Orthopaedic Surgery, certified in Orthopaedic Sports Medicine
   64  by the American Board of Physical Medicine and Rehabilitation,
   65  certified in Neuromuscular Medicine, Spinal Cord Injury
   66  Medicine, or Sports Medicine by the American Board of Psychiatry
   67  and Neurology, certified in Clinical Neurophysiology,
   68  Neurodevelopmental Disabilities, or Neuromuscular Medicine, or a
