       Senator Jones moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 54 - 98
    4  and insert:
    5         3.Adopt bylaws or policies that require student athletes
    6  who are suspected of sustaining a concussion or head injury in a
    7  practice or competition to be immediately removed from the
    8  activity. A student athlete who has been removed may not return
    9  to practice or competition until the student receives written
   10  clearance to return from a physician who is licensed under
   11  chapter 458, chapter 459, or chapter 460 which states that the
   12  student athlete no longer exhibits signs, symptoms, or behaviors
   13  consistent with a concussion or other head injury. Before
   14  issuing a written clearance to return to practice or
   15  competition, a physician may:
   16         a. Delegate the performance of medical care to a health
   17  care provider who is licensed or certified under s. 464.012, s.
   18  458.347, s. 459.022, or s. 468.701, with whom the physician
   19  maintains a formal supervisory relationship or established
   20  written protocol that identifies the medical care or evaluations
   21  to be performed, identifies conditions for performing medical
   22  care or evaluations, and attests to proficiency in the
   23  evaluation and management of concussions; and
   24         b. Consult with, or use testing and the evaluation of
   25  cognitive functions performed by, a neuropsychologist licensed
   26  under chapter 490.
   27         Section 2. Paragraphs (e), (f), and (g) are added to
   28  subsection (2) of section 1006.20, Florida Statutes, to read:
   29         1006.20 Athletics in public K-12 schools.—
   30         (2) ADOPTION OF BYLAWS.—
   31         (e) The organization shall adopt guidelines to educate
   32  officials, administrators, coaches, and student athletes and
   33  their parents or guardians of the nature and risk of concussion
   34  and head injury.
   35         (f) The organization shall adopt bylaws or policies that
   36  require the parent or guardian of a student who participates in
   37  interscholastic athletic competition or who is a candidate for
   38  an interscholastic athletic team, before the student
   39  participates in a competition, practice, or other activity, to
   40  annually sign and return a consent form that explains the nature
   41  and risk of concussion and head injury, including the risk of
   42  continuing to play after a concussion or head injury has
   43  occurred.
   44         (g) The organization shall adopt bylaws or policies that
   45  require student athletes who are suspected of sustaining a
   46  concussion or head injury in a practice or competition to be
   47  immediately removed from the activity. A student athlete who has
   48  been removed may not return to practice or competition until the
   49  student receives written clearance to return from a physician
   50  who is licensed under chapter 458, chapter 459, or chapter 460
   51  which states that the student athlete no longer exhibits signs,
   52  symptoms, or behaviors consistent with a concussion or other
