Senator Jones moved the following:

4 and insert:
5 (g) Adopt bylaws or policies that require youth athletes
6 who are suspected of sustaining a concussion or head injury in a
7 practice or competition to be immediately removed from the
8 activity. A youth athlete who has been removed may not return to
9 practice or competition until the youth receives written
10 clearance to return from a physician who is licensed under
11 chapter 458 or chapter 459, certified by the American Board of
12 Neurological Surgery by the American Board of Orthopaedic
13 Surgery, certified in Orthopaedic Sports Medicine by the
14 American Board of Physical Medicine and Rehabilitation,
15 certified in Neuromuscular Medicine, Spinal Cord Injury
16 Medicine, or Sports Medicine by the American Board of Psychiatry
17 and Neurology, certified in Clinical Neurophysiology,
18 Neurodevelopmental Disabilities, or Neuromuscular Medicine, or a
19 physician licensed under chapter 460, certified by the Academy
20 of Chiropractic Orthopedists, the American Board of Chiropractic
21 Orthopedics, or the American Chiropractic Neurology Board, or
22 certified as a Chiropractic Sports Physician, stating that the
23 student athlete no longer exhibits signs, symptoms, or behaviors
24 consistent with a concussion or other head injury. Before
25 issuing a written clearance to return to practice or
26 competition, a physician may:
27 1. Delegate the performance of medical acts to a health
28 care provider licensed or certified under s. 458.347, s.
29 459.022, s. 464.012, or s. 468.707 with whom the physician
30 maintains a formal supervisory relationship or an established
31 written protocol that identifies the medical acts or evaluations
32 to be performed and conditions for their performance and that
33 attests to proficiency in the evaluation and management of
34 concussions.
35 2. Consult with, or utilize testing and evaluation of
36 cognitive functions performed by, a neuropsychologist licensed
37 under chapter 490.
38 Section 2. Paragraphs (e), (f), and (g) are added to
39 subsection (2) of section 1006.20, Florida Statutes, to read:
40 1006.20 Athletics in public K-12 schools.—
41 (2) ADOPTION OF BYLAWS.—
42 (e) The organization shall adopt guidelines to educate
43 athletic coaches, officials, administrators, student athletes,
44 and their parents of the nature and risk of concussion and head
45 injury.
46 (f) The organization shall adopt bylaws or policies that
47 require the parent of a student who is participating in
48 interscholastic athletic competition or who is a candidate for
49 an interscholastic athletic team to sign and return an informed
50 consent that explains the nature and risk of concussion and head
51 injury, including the risk of continuing to play after
52 concussion or head injury, each year before participating in
53 interscholastic athletic competition or engaging in any
54 practice, tryout, workout, or other physical activity associated
55 with the student’s candidacy for an interscholastic athletic
56 team.
57 (g) The organization shall adopt bylaws or policies that
58 require student athletes who are suspected of sustaining a
59 concussion or head injury in a practice or competition to be
60 immediately removed from the activity. A student athlete who has
61 been removed may not return to practice or competition until the
62 student receives written clearance to return from a physician
63 who is licensed under chapter 458 or chapter 459, certified by
64 the American Board of Neurological Surgery or the American Board
65 of Orthopaedic Surgery, certified in Orthopaedic Sports Medicine
66 by the American Board of Physical Medicine and Rehabilitation,
