       The Committee on Education Pre-K - 12 (Wise) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 424 - 435
    4  and insert:
    5         (9)(8)RULEMAKING.—The State Board of Education shall adopt
    6  rules pursuant to ss. 120.536(1) and 120.54 which, that
    7  establish uniform procedures guidelines for the submission,
    8  review, and approval of district evaluation systems and
    9  reporting requirements procedures for the annual evaluation
   10  assessment of instructional personnel and school administrators;
   11  the standards for each performance level required under
   12  subsection (2) to ensure sufficient differentiation in
   13  performance on the evaluation to measure the effectiveness of an
   14  employee and consistency in meaning across school districts; the
   15  measurement of student growth in learning and associated
   16  implementation procedures required under subsection (8); and a
   17  process for monitoring school district implementation of
   18  evaluations systems in accordance with this section and that
   19  include criteria for evaluating professional performance.
