       The Committee on Criminal Justice (Margolis) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 11 - 14
    4  and insert:
    5         Section 1. Subsection (1) of section 943.0438, Florida
    6  Statutes, is amended, and paragraph (e) is added to subsection
    7  (2) of that section, to read:
    8         943.0438 Athletic coaches for independent sanctioning
    9  authorities.—
   10         (1) As used in this section, the term:
   11         (a) “Athletic coach” means a person who:
   12         1. Is authorized by an independent sanctioning authority to
   13  work for 20 or more hours within a calendar year, whether for
   14  compensation or as a volunteer, for a youth athletic team based
   15  in this state; and
   16         2. Has direct contact with one or more minors on the youth
   17  athletic team.
   18         (b) “Independent sanctioning authority” means a
   19  governmental agency or a private, nongovernmental entity that
   20  organizes, operates, or coordinates a youth athletic team in
   21  this state if the team includes one or more minors and is not
   22  affiliated with a private school as defined in s. 1002.01.

   27  and insert:
   28         943.0438, F.S.; redefining the term “independent
   29         sanctioning authority” to include a governmental
   30         agency; requiring certain sanctioning bodies
