       The Committee on Agriculture (Hays) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 149 - 159
    4  and insert:
    5         (h) This subsection does not limit a county’s powers to:
    6         1. Enforce wetlands, springs protection, or stormwater
    7  ordinances, regulations, or rules adopted before July 1, 2003.
    8         2. Enforce wetlands, springs protection, or stormwater
    9  ordinances, regulations, or rules pertaining to the Wekiva River
   10  Protection Area.
   11         3. Enforce ordinances, regulations, or rules as directed by
   12  law or implemented consistent with the requirements of a program
   13  operated under a delegation agreement from a state agency or
   14  water management district.
   15         As used in this paragraph, the term "wetlands" has the same
   16  meaning as defined in s. 373.019.
