The Committee on Transportation (Evers) recommended the
following:

5 Section 29. Paragraph (b) of subsection (45) of section
6 320.08058, Florida Statutes, is amended to read:
7 320.08058 Specialty license plates.—
8 (45) AQUACULTURE LICENSE PLATES.—
9 (b) The annual use fees shall be distributed to the Harbor
10 Branch Oceanographic Institution, Inc. After reimbursement for
11 documented costs expended for establishing the license plate,
12 the Harbor Branch Oceanographic Institution, Inc., shall use the
13 remaining funds for aquaculture research and education programs
14 as follows:
15 1. Ten percent of the funds shall be distributed to the Guy
16 Harvey Research Institute of the Nova Southeastern University
17 Oceanographic Center to conduct outreach and education regarding
18 aquaculture in the state.
19 2. Up to 15 percent of the funds may be used for
20 administrative costs directly associated with the Harbor Branch
21 Oceanographic Institution’s aquaculture programs and
22 administrative costs associated with the Aquaculture license
23 plate.
24 3. Up to 10 percent of the funds may be used for continuing
25 promotion and marketing of the license plate.
26 4. Up to 30 percent of the funds shall be distributed to
27 the Florida Aquaculture Association for research and education.
28 5.4. The remaining funds shall be used to conduct
29 scientific research on environmentally responsible and
30 sustainable methods of farming freshwater and saltwater
31 organisms such as fish, shellfish, and crustaceans for food;
32 biomedical species for pharmaceutical and nutriceutical
33 compounds; and marine ornamentals for the aquarium trade. These
34 funds shall also be used to expand the institution’s educational
35 programs that include secondary school field experiences,
36 college degree programs, and intensive courses in order to
37 further the objective of increasing aquaculture’s contribution
38 to the state’s economy.
