       The Committee on Transportation (Latvala) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 1124 - 1197
    4  and insert:
    5         Section 25. Subsections (5) and (6) are added to section
    6  320.06, Florida Statutes, to read:
    7         320.06 Registration certificates, license plates, and
    8  validation stickers generally.—
    9         (5) The department may conduct a pilot program to evaluate
   10  the designs, concepts, and technologies for alternative license
   11  plates. For purposes of the pilot program, the department shall
   12  investigate the feasibility and use of alternative license plate
   13  technologies. The pilot program shall be limited to license
   14  plates that are used on government-owned motor vehicles as
   15  described in s. 320.0655. Such license plates are exempt from
   16  the requirements in paragraph (3)(a).
   17         (6) All license plates issued pursuant to this chapter are
   18  the property of the state.

   22         Delete lines 142 - 144
   23  and insert:
   24         320.06, F.S.; authorizing the department to conduct a
   25         pilot program to evaluate the designs, concepts, and
   26         technologies for alternative license plates; requiring
   27         that the department investigate the feasibility and
   28         use of alternative license plate technologies for
   29         purposes of the pilot program; limiting the scope of
   30         the pilot program to license plates that are used on
   31         government-owned motor vehicles; providing an
   32         exemption for such license plates from certain
   33         requirements; providing that license plates issued
   34         under ch. 320, F.S., are the property of the state;
   35         amending s. 320.0605, F.S.; revising
