Subsection (7) of section 322.095, Florida 7 Statutes, is amended to read: 8 322.095 Traffic law and substance abuse education program 9 for driver’s license applicants.— 10 (7) The department is authorized to maintain the 11 information and records necessary to administer its duties and 12 responsibilities for the program. Where such information is a 13 public record as defined in chapter 119, it shall be made 14 available to the public upon request pursuant to s. 119.07(1). 15 The department shall approve and regulate courses that use 16 technology as the delivery method of all traffic law and 17 substance abuse education courses as the courses relate to this 18 section. A new course provider must obtain provisional 19 technology certification from the department which indicates 20 that the course complies with the requirements of this section 21 before the course provider offers the course using technology as 22 the delivery method. After provisional certification is obtained 23 and the course is completed by 3,000 students, the department 24 shall conduct an evaluation to assess the effectiveness of the 25 course. During the pendency of the effectiveness study, the 26 course provider may not provide instruction to more than 3,000 27 additional students. Upon a determination by the department that 28 the course provider’s course is effective, the course provider 29 shall be granted certification. 30 31 ================= T I T L E A M E N D M E N T ================ 32 And the title is amended as follows: 33 Delete line 2744 34 and insert: 35 the United States Postal Service; amending s. 322.095, 36 F.S.; revising provisions relating to the traffic law 37 and substance abuse education program; requiring that 38 new course providers obtain provisional technology 39 certification from the department; requiring that the 40 department evaluate and assess the effectiveness of a 41 course offered by each new course provider before 42 granting certification; amending s. 322.121,
