The Committee on Commerce and Tourism (Detert) recommended the
following:

5 Section 81. Section 331.3081, Florida Statutes, is amended
6 to read:
7 331.3081 Board of directors; advisory board.—
8 (1) Space Florida shall be governed by a 13member 12
9 member independent board of directors that consists of the
10 members appointed to the board of directors of Enterprise
11 Florida, Inc., by the Governor, the President of the Senate, and
12 the Speaker of the House of Representatives pursuant to s.
13 288.901(5)(a)5. The Governor or the Governor’s designee shall be
14 an ex officio voting member and shall serve as the chair of the
15 board.
16 (2) Space Florida shall have a 15-member advisory council,
17 appointed by the Governor from a list of nominations submitted
18 by the board of directors. The advisory council shall be
19 composed of Florida residents with expertise in the space
20 industry, and each of the following areas of expertise or
21 experience must be represented by at least one advisory council
22 member: human space-flight programs, commercial launches into
23 space, organized labor with experience working in the aerospace
24 industry, aerospace-related industries, a commercial company
25 working under Federal Government contracts to conduct space
26 related business, an aerospace company whose primary client is
27 the United States Department of Defense, and an alternative
28 energy enterprise with potential for aerospace applications. The
29 advisory council shall elect a member to serve as the chair of
30 the council.
31 (3) The advisory council shall make recommendations to the
32 board of directors of Enterprise Florida, Inc., on the operation
33 of Space Florida, including matters pertaining to ways to
34 improve or enhance Florida’s efforts to expand its existing
35 space and aerospace industry, to improve management and use of
36 Florida’s state-owned real property assets related to space and
37 aerospace, how best to retain and, if necessary, retrain
38 Florida’s highly skilled space and aerospace workforce, and how
39 to strengthen bonds between this state, NASA, the Department of
40 Defense, and private space and aerospace industries.
41 (4) The term for an advisory council member is 4 years. A
42 member may not serve more than two consecutive terms. The
43 Governor may remove any member for cause and shall fill all
44 vacancies that occur.
45 (5) Advisory council members shall serve without
46 compensation but may be reimbursed for all reasonable,
47 necessary, and actual expenses as determined by the board of
48 directors of Enterprise Florida, Inc.
49 Section 83. Paragraph (e) is added to subsection (3) of
50 section 20.60, Florida Statutes, to read:
51 20.60 Department of Economic Opportunity; creation; powers
52 and duties.—
53 (3) The following divisions of the Department of Economic
54 Opportunity are established:
55 (e) The Division of Information Technology.

65 amending s. 20.60, F.S.; establishing the Division of
66 Information Technology within the Department of
67 Economic Opportunity; repealing s.
