       The Committee on Budget (Benacquisto) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 642 and 643
    4  insert:
    5         Section 22. Paragraph (d) is added to subsection (1) of
    6  section 196.199, Florida Statutes, to read:
    7         196.199 Government property exemption.—
    8         (1) Property owned and used by the following governmental
    9  units shall be exempt from taxation under the following
   10  conditions:
   11         (d) All property of a municipality is exempt from ad
   12  valorem taxation if used as an essential ancillary function of a
   13  facility constructed with financing obtained in part by pledging
   14  proceeds from the tax authorized under s. 212.0305(4) which is
   15  upon exempt or immune federal, state, or county property.
