The Committee on Budget Subcommittee on Transportation, Tourism,
and Economic Development Appropriations (Diaz de la Portilla)
recommended the following:

3 Delete lines 18 - 44
4 and insert:
5 (b) A capital “V” shall be exhibited on the identification
6 card of a veteran upon the payment of an additional $1 fee for
7 the license and the presentation of a copy of the person’s DD
8 Form 214, issued by the United States Department of Defense, or
9 another acceptable form specified by the Department of Veterans’
10 Affairs. Until a veteran’s identification card is next renewed,
11 the veteran may have the capital “V” designation added to his or
12 her identification card upon surrender of his or her current
13 identification card, payment of a $2 fee to be deposited into
14 the Highway Safety Operating Trust Fund, and presentation of a
15 copy of his or her DD Form 214 or another acceptable form
16 specified by the Department of Veterans’ Affairs. If the
17 applicant is not conducting any other transaction affecting the
18 identification card, a replacement identification card may be
19 issued with the capital “V” designation without payment of the
20 fee required in s. 322.21(1)(f)3.
21 Section 2. Paragraph (c) of subsection (1) of section
22 322.14, Florida Statutes, is amended to read:
23 322.14 Licenses issued to drivers.—
24 (1)
25 (c) A capital “V” shall be exhibited on the driver driver’s
26 license of a veteran upon the payment of an additional $1 fee
27 for the license and the presentation of a copy of the person’s
28 DD Form 214, issued by the United States Department of Defense,
29 or another acceptable form specified by the Department of
30 Veterans’ Affairs. Until a veteran’s license is next renewed,
31 the veteran may have the capital “V” designation added to his or
32 her license upon surrender of his or her current license,
33 payment of a $2 fee to be deposited into the Highway Safety
34 Operating Trust Fund, and presentation of a copy of his or her
35 DD Form 214 or another acceptable form specified by the
36 Department of Veterans’ Affairs. If the applicant is not
37 conducting any other transaction affecting the driver license, a
38 replacement license may be issued with the capital “V”
39 designation without payment of the fee required in s.

50 issuance of a replacement identification card with a
51 designation indicating the holder is a veteran;
52 requiring documentation of veteran status; providing
53 for a fee and disposition of the fee; providing an
54 exception to certain fees; amending s. 322.14, F.S.,
55 relating to driver licenses; revising requirements for
56 documentation verifying veteran status; providing for
57 issuance of a replacement driver license with a
58 designation indicating the holder is a veteran;
59 requiring documentation of veteran status; providing
60 for a fee and disposition of the fee; providing an
61 exception to certain fees; providing an effective
62 date.

64 WHEREAS, it is the intent of the Legislature that a veteran
65 not be charged more than $2 for obtaining the “V” code
66 designation on his or her driver license or identification card,
67 and that an additional fee may not be charged for the
68 designation if the veteran previously paid the designation fee,
