    1                        A bill to be entitled                      
    2         An act relating to identification cards and driver
    3         licenses; amending s. 322.051, F.S., relating to
    4         identification cards; revising requirements for
    5         documentation verifying veteran status; providing for
    6         issuance of a replacement identification card with a
    7         designation indicating the holder is a veteran;
    8         requiring documentation of veteran status; providing
    9         for a fee and disposition of the fee; providing an
   10         exception to certain fees; amending s. 322.14, F.S.,
   11         relating to driver licenses; revising requirements for
   12         documentation verifying veteran status; providing for
   13         issuance of a replacement driver license with a
   14         designation indicating the holder is a veteran;
   15         requiring documentation of veteran status; providing
   16         for a fee and disposition of the fee; providing an
   17         exception to certain fees; providing an effective
   18         date.

   20         WHEREAS, it is the intent of the Legislature that a veteran
   21  not be charged more than $2 for obtaining the “V” code
   22  designation on his or her driver license or identification card,
   23  and that an additional fee may not be charged for the
   24  designation if the veteran previously paid the designation fee,
   25  NOW, THEREFORE,

   27  Be It Enacted by the Legislature of the State of Florida:
   28  
   29         Section 1. Paragraph (b) of subsection (8) of section
   30  322.051, Florida Statutes, is amended to read:
   31         322.051 Identification cards.—
   32         (8)
   33         (b) A capital “V” shall be exhibited on the identification
   34  card of a veteran upon the payment of an additional $1 fee for
   35  the license and the presentation of a copy of the person’s DD
   36  Form 214, issued by the United States Department of Defense, or
   37  another acceptable form specified by the Department of Veterans’
   38  Affairs. Until a veteran’s identification card is next renewed,
   39  the veteran may have the capital “V” designation added to his or
   40  her identification card upon surrender of his or her current
   41  identification card, payment of a $2 fee to be deposited into
   42  the Highway Safety Operating Trust Fund, and presentation of a
   43  copy of his or her DD Form 214 or another acceptable form
   44  specified by the Department of Veterans’ Affairs. If the
   45  applicant is not conducting any other transaction affecting the
   46  identification card, a replacement identification card may be
   47  issued with the capital “V” designation without payment of the
   48  fee required in s. 322.21(1)(f)3.
   49         Section 2. Paragraph (c) of subsection (1) of section
   50  322.14, Florida Statutes, is amended to read:
   51         322.14 Licenses issued to drivers.—
   52         (1)
   53         (c) A capital “V” shall be exhibited on the driver driver’s
   54  license of a veteran upon the payment of an additional $1 fee
   55  for the license and the presentation of a copy of the person’s
   56  DD Form 214, issued by the United States Department of Defense,
   57  or another acceptable form specified by the Department of
   58  Veterans’ Affairs. Until a veteran’s license is next renewed,
   59  the veteran may have the capital “V” designation added to his or
   60  her license upon surrender of his or her current license,
   61  payment of a $2 fee to be deposited into the Highway Safety
   62  Operating Trust Fund, and presentation of a copy of his or her
   63  DD Form 214 or another acceptable form specified by the
   64  Department of Veterans’ Affairs. If the applicant is not
   65  conducting any other transaction affecting the driver license, a
   66  replacement license may be issued with the capital “V”
   67  designation without payment of the fee required in s.
   68  322.21(1)(e).
   69         Section 3. This act shall take effect July 1, 2012.
