    4  insert:
    5  However, it is requested that Children’s Medical Services allow
    6  Medicaid dental patients in Florida to retain the ability to
    7  receive services on a fee-for-service basis.

   12  insert:
   13         WHEREAS, the Florida Legislature recognizes the uniqueness
   14  of providing dental services, and that dental services are best
