The 10 11 Delete lines 100 - 117 12 and insert: 13 (b)1. A county, municipality, or local pollution control 14 program that has been delegated an environmental resource permit 15 program or that proposes a delegation of such authority under s. 16 373.441 shall incorporate by reference the rules adopted 17 pursuant to this section without modification. 18 2. A county, municipality, or local pollution control 19 program that has been delegated an environmental resource permit 20 program under s. 373.441 must amend its local ordinances or 21 regulations to incorporate by reference the applicable rules 22 adopted pursuant to this section within 12 months after the 23 effective date of such rules. 24 3. Consistent with s. 373.441, this section does not 25 prohibit a county, municipality, or local pollution control 26 program from adopting or implementing regulations that are 27 stricter than those adopted pursuant to this section. 28 4. The department and each local program that is authorized 29 to implement or that seeks to implement a delegation of 30 authority for an environmental resource permit program under s. 31 373.441 shall identify and reconcile any duplicative permitting 32 processes as part of the delegation. 33 34 ================= T I T L E A M E N D M E N T ================ 35 And the title is amended as follows: 36 Delete lines 13 - 18 37 and insert: 38 water management districts; requiring counties, 39 municipalities, and delegated local pollution control 40 programs to incorporate by reference certain rules; 41 requiring counties, municipalities, and delegated 42 local pollution control programs to amend ordinances 43 and regulations within a specified timeframe to 44 incorporate applicable rules; allowing counties, 45 municipalities, and delegated local pollution control 46 programs to have stricter regulations; requiring 47 reconciliation of duplicative permitting processes; 48 authorizing water
