       The Committee on Health Regulation (Garcia) recommended the
       following:
       
    1         Senate Substitute for Amendment (439728) 
    2  
    3         Delete line 169
    4  and insert:
    5  once every three months. A random sample may not constitute more
    6  than 30 percent of the total employee population. If an
    7  employee's random drug test result is confirmed negative for all
    8  drugs, he or she is exempt from further random drug testing for
    9  the following six months.
