       The Committee on Rules (Negron) recommended the following:
       
    1         Senate Amendment (with directory and title amendments)

    3         Between lines 39 and 40
    4  insert:
    5         (d) The clerk or inspector may not swipe an elector’s valid
    6  picture identification card through an electronic voter
    7  identification system or use any means to access information
    8  encoded on the card.
