       The Committee on Rules Subcommittee on Ethics and Elections
       (Joyner) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 28 - 31
    4  and insert:
    5  provides the elector’s signature shall be required. The address
    6  appearing on the identification presented by the elector may not
    7  be used as the basis to confirm an elector’s legal residence or
    8  otherwise challenge an elector’s legal residence. The elector
