House Comm: RCS . 03/02/2012 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Budget (Lynn) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete everything after the enacting clause 4 and insert: 5 Section 1. The Higher Education Coordinating Council, 6 created pursuant to s. 1004.015, Florida Statutes, shall review 7 and evaluate the current higher education governance structure 8 in this state and shall make recommendations to the Legislature 9 regarding potential revisions to the higher education delivery 10 system to improve student services, access, affordability, and 11 accountability. At a minimum, the council shall consider 12 academic offerings, fiscal efficiencies, and regional 13 demographics. The council shall consider the potential to create 14 an intermediate structure of institutions that are not part of 15 the Florida College System or the State University System by 16 making university branch campuses independent, combining 17 university branch campuses with colleges, transferring certain 18 colleges to the intermediate structure, or creating new 19 institutions. The council shall report its findings and 20 recommendations to the Governor, the President of the Senate, 21 and the Speaker of the House of Representatives. 22 Section 2. This act shall take effect upon becoming a law. 23 24 ================= T I T L E A M E N D M E N T ================ 25 And the title is amended as follows: 26 Delete everything before the enacting clause 27 and insert: 28 A bill to be entitled 29 An act relating to postsecondary education; requiring 30 that the Higher Education Coordinating Council review 31 and evaluate the current higher education governance 32 structure in this state and make recommendations to 33 the Legislature for potential revisions to the higher 34 education delivery system; requiring that the council 35 report its findings and recommendations to the 36 Governor and Legislature; providing an effective date.
