House Comm: RCS . 03/02/2012 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Budget Subcommittee on Criminal and Civil Justice Appropriations (Bennett) recommended the following: 1 Senate Amendment to Amendment (596294) 2 3 Delete lines 210 - 232 4 and insert: 5 committed on the property of the university, college, or school, 6 or during an event or function sponsored by the university, 7 college, or school, or who knowingly and willfully prevent 8 another person from doing so, shall be subject to fines of $1 9 million for each such failure. 10 (a) A Florida College System institution subject to a fine 11 shall be assessed by the State Board of Education. 12 (b) A state university subject to a fine shall be assessed 13 by the Board of Governors. 14 (c) A nonpublic college, university, or school subject to a 15 fine shall be assessed by the Commission for Independent 16 Education. 17 (4) Any Florida College System institution, state 18 university, or nonpublic college, university, or school, as 19 defined in s. 1000.21 or s. 1005.02, whose law enforcement 20 agency fails to report known or suspected child abuse, 21 abandonment, or neglect committed on the property of the 22 university, college, or school, or during an event or function 23 sponsored by the university, college, or school, shall be 24 subject to fines of $1 million for each such failure, assessed 25 in the same manner as subsection (3). 26 (5) Any Florida College System institution, state 27 university, or nonpublic college, university, or school, as 28 defined in s. 1000.21 or s. 1005.02, shall have the right to 29 challenge the determination that the
