       The Committee on Judiciary (Gardiner) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 36 - 43
    4  and insert:
    5  federal funds. The costs shall be calculated from inception of
    6  the project through the 2 fiscal years after the fiscal year
    7  during which the federal funds will be depleted.
    8         (b) The costs of activities not paid by federal funds may
    9  include, but are not limited to, required state and local
   10  matching funds, projected payroll costs, maintenance costs, and
   11  costs to operate and administer the project.
   12         (c) Such unfunded costs shall be disclosed by prominently
