A bill to be entitled
2An act relating to the state group insurance program;
3amending s. 110.123, F.S.; establishing a state
4employee health and wellness clinic pilot program;
5providing conditions for the Division of State Group
6Insurance to select a vendor to manage the pilot
7program; specifying services to be provided by the
8pilot program; providing for location and hours of
9operation of pilot program clinics; providing for
10duration of the pilot program; requiring a report to
11the Governor and Legislature; providing an effective
12date.

14Be It Enacted by the Legislature of the State of Florida:
15
16     Section 1.  Subsection (14) is added to section 110.123,
17Florida Statutes, to read:
18     110.123  State group insurance program.-
19     (14)  STATE EMPLOYEE HEALTH AND WELLNESS CLINIC PILOT
20PROGRAM.-
21     (a)  The Division of State Group Insurance shall establish
22a state employee health and wellness clinic pilot program.
23     (b)  The division shall select a vendor procured by
24competitive solicitation pursuant to chapter 287 that shall
25establish and manage two health and wellness clinics to provide
26members of the state group health insurance program with access
27to the following services:
28     1.  Primary care services, including walk-in, consultative,
29and urgent care services.
30     2.  Wellness services, including online tools and services,
31health risk assessments and recommendations, health and wellness
32information mailings, health fairs, wellness screenings, and on-
33site education.
34     3.  Occupational health services, including return-to-work
35planning, new hire and emergent drug screening, and injury care.
36     4.  Administration of vaccines and immunizations, including
37influenza virus immunizations.
38     5.  Access to and management of electronic medical records.
39     (c)  The vendor is not required to file insurance claims,
40including medical, health, and workers' compensation claims, for
41any service provided by the clinics.
42     (d)  At least one pilot program clinic shall provide
43laboratory services and may offer optional digital radiology
44services and prenatal support services for pregnant employees.
45     (e)  The vendor is responsible for any startup costs
46associated with the pilot program and shall employ the staff and
47manage the clinic, subvendors, and integrated service providers.
48     (f)  The pilot program shall begin no later than January 1,
492013. One clinic shall be established at the Southwood Complex
50and shall operate for no more than 20 hours per week. The other
51clinic shall be established at the Capitol Complex and shall
52operate for no less than 20 hours per week. The hours of
53operation for the two clinics shall be mutually exclusive. The
54location of the clinics shall be on property owned by the state
55and shall be provided at no cost to the vendor.
56     (g)  The term of the contract with the pilot program vendor
57shall be for no more than 3 years. By February 1, 2014, and by
58February 1 of each of the remaining 2 years that the pilot
59program is in effect, the department shall submit a report to
60the Governor, the President of the Senate, and the Speaker of
61the House of Representatives that evaluates the extent to which
62the vendor has:
63     1.  Implemented comprehensive health and wellness services
64for state employees.
65     2.  Leveraged group purchasing power to provide
66comprehensive health and wellness services.
67     3.  Distributed health and wellness information and health
68education materials.
69     4.  Maintained consistent standards for quality of care.
70     5.  Achieved cost savings as a result of state employees'
71use of clinic services.
72     Section 2.  This act shall take effect upon becoming a law.
