       Senator Simmons moved the following:
       
    1         Senate Substitute for Amendment (344440) (with title
    2  amendment)
    3  
    4         Between lines 329 and 330
    5  insert:
    6         (12) All of the cost savings resulting from the
    7  privatization of the operation and maintenance of the
    8  correctional facilities and assigned correctional units under
    9  this section shall be appropriated for K-12 education through
   10  the Florida Education Finance Program. No later than November 15
   11  of each year during the term of the contracts authorized in this
   12  section, the Auditor General shall calculate such cost savings
   13  for the next fiscal year and provide to the Governor, the
   14  President of the Senate, and the Speaker of the House of
   15  Representatives a report that certifies the amount of the
   16  projected savings for the next fiscal year.
   17         (13) Except for those correctional facilities and assigned
   18  correctional units specified in subsection (1), the Department
   19  of Management Services and the Department of Corrections may not
   20  privatize the operation and maintenance of any additional
   21  correctional facilities and assigned correctional units before
   22  July 1, 2017.

   25         And the title is amended as follows:
   26         Delete line 81
   27  and insert:
   28         during a specified period after the inmate’s escape;
   29         requiring that all of the cost savings resulting from
   30         the privatization of the operation and maintenance of
   31         the correctional facilities and assigned correctional
   32         units be appropriated for K-12 education through the
   33         Florida Education Finance Program; requiring that the
   34         Auditor General calculate such cost savings for the
   35         next fiscal year and provide to the Governor and
   36         Legislature a report that certifies the amount of the
   37         projected savings for the next fiscal year;
   38         prohibiting the Department of Management Services and
   39         the Department of Corrections from privatizing the
   40         operation and maintenance of any additional
   41         correctional facilities and assigned correctional
   42         units before a specified date;
