Paragraph (e) is added to subsection (1) of 7 section 394.875, Florida Statutes, to read: 8 394.875 Crisis stabilization units, residential treatment 9 facilities, and residential treatment centers for children and 10 adolescents; authorized services; license required.— 11 (1) 12 (e) The department shall modify the method of expending 13 funds for crisis stabilization services to establish per diem 14 reimbursement for covered services to ensure that state funding 15 is exclusively used for payment of services actually provided to 16 qualified patients. The department may not contract for bed 17 availability. Available funds shall be used to reimburse a 18 variety of providers, including public receiving facilities, 19 community mental health programs, licensed acute care hospitals, 20 or other approved facilities. Reimbursement shall be limited to 21 appropriated funds and the new payment system shall be 22 implemented by July 1, 2013. 23 24 ================= T I T L E A M E N D M E N T ================ 25 And the title is amended as follows: 26 Delete line 1417 27 and insert: 28 procedures related thereto; amending s. 394.875, F.S.; 29 requiring that the Department of Children and Family 30 Services modify the method of expending funds for 31 crisis stabilization services; prohibiting the 32 department from contracting for bed availability; 33 providing that available funds be used to reimburse a 34 variety of specified providers; providing that 35 reimbursement is limited to appropriated funds; 36 providing for implementation of the new payment system 37 by a specified date; amending s. 395.002, F.S.;
